Round 1: What is at stake?
The Proposal aims at preventing and combating child sexual abuse online and off-line by detecting the proliferation of CSA material and grooming. However, many stakeholders question the effectiveness, necessity and proportionality of the proposed Regulation. In this round, key stakeholders are invited to discuss the main issues at stake and why the CSAM proposal has, in spite of its commendable objectives, received substantial criticism.

Round 2: Effectiveness, accuracy and legality: promises vs. reality
Proponents of the CSAM proposal argue that detection orders would be an effective mean of combating the dissemination of child sexual abuse material online. It is also claimed that several technologies exist to reliably detect the dissemination of CSAM with only limited adverse impact on bona fide users of interpersonal communications services and without disincentivising the use of any given technology, including end-to-end encryption. In this round, different stakeholders are invited to offer their insights on specific aspects of the proposal, in particular as regards the effectiveness, accuracy and legality of detection orders as envisaged by the CSAM proposal.

Round 3: Way forward
Child abuse and its perpetuation on the internet are real and demand a strong and effective response. Given the many doubts expressed regarding the proposal, another path is needed. Therefore, this round will explore alternative ways forward that are genuinely capable to address such a complex societal problem, also looking at the approaches chosen in other countries.
