The EDPS as an advisor to the Community institutions

The EDPS as an advisor to the Community institutions on proposals for legislation and related documents.

With this paper, the EDPS laid down his policy in the area of consultation on legislative proposals; one of his main tasks based on Articles 28(2) and 41 of Regulation 45/2001. The paper underlines the ambition to become an authoritative advisor who contributes to the quality of EU legislation.

Describing the scope of his advisory tasks, which extends to legal instruments in EU's third pillar, the paper also lays down the working methods and the main orientations of the EDPS. The EDPS does not only issue formal opinions on proposals adopted by the European Commission, but also plays a role in other stages of the legislative procedure.
